As one operation with fixed rules, not a pile of separate workflows. One set of rules, the Kernel, decides what each helper may do. One control page shows the actual state of the work, not a model's summary. Every task has a fixed identity. A helper may only do what was explicitly allowed. Work counts as done only when it succeeded and there is a receipt for it. Blocked work is passed on with the exact evidence.
